Horizon Board Submits 2019-2020 Budget

Humboldt, SK – Horizon School Division's Board of Education has passed a motion to submit its 2019-2020 school year budget for approval to the Ministry of Education. This budget distributes $ 84.6 M in revenue to support educational programs and services for approximately 6500 students across 43 schools, ensuring Horizon remains focused on supporting the needs of students, staff, and families.

Despite a challenging budget, with a modest 0.3 % increase in revenue, Horizon School Division will see no layoffs for school-based instructional staff. Horizon students will continue to benefit from one of the lowest pupil-teacher ratios in Saskatchewan.  Pre-Kindergarten and Kindergarten programs have been sustained across the system, reflecting a continued focus and investment in early years education.

Horizon's administration budget is down 4.9 % from 2018-19, reflecting cost savings from the new centralized administration facility in Humboldt. The provincial capital grant funding included an increase of $ 285,000 for preventative maintenance and renewal (PMR). Horizon's total PMR funding of $ 2.4 M will be used to directly enhance the condition of existing school facilities.

"This has been another challenging year, but our staff and Board have worked hard to stretch our funding dollars as far as they will reach" said Jim Hack, Horizon Board of Education Chair. "We are committed to supporting Horizon's strategic plan, our classrooms, and our school communities."

Horizon's 2019-2020 operating budget results in a $ 1,015,000 deficit, with planned capital investments of $ 2,247,250.

"There were certainly some hard choices in this year's budget," said Horizon School Division Director of Education, Kevin C. Garinger. "Despite this, Horizon has been able to manage our funding challenges thanks to an efficient budgeting process and a number of forward-thinking plans our Board and staff have engaged in previous years."
 
Horizon's budget is the result of extensive collaboration with each of its schools and service departments, seeking to continuously align initiatives with the strategic direction set by the Board of Education.
